24 Sept 2018 / A key agreement signed today between the GCF and IFAD will help revitalize new land-based routes to combat climate change. The creation of IFAD was proposed in 1974 at the United Nations World Conference on Food. Subsequently, the United Nations General Assembly adopted Resolution 3503 of 15 December 1975 to facilitate the necessary procedures. In accordance with this resolution, ifAD was established at an international conference held in Rome on 10 and 13 July 1976. The founding IFAD agreement was launched at the signing on 20 December 1976 and came into force on 30 November 1977. If the expression of interest is accepted by IFAD, the registered supplier will be linked to the tendering process and will access the documentation via the UNGM portal under the "My Offers" option. The objective of the IDF`s purchasing division is to enhance the work and image of the Fund by carrying out the procurement process in accordance with the principles of fairness, integrity and transparency through competition. To this end, procurement staff are committed to achieving the best value for money in choosing the best possible combination of factors that meet IFAD requirements, taking into account parameters such as social and environmental sustainability, and providing a cost-effective solution that aims to enable poor rural women and men in developing countries to achieve higher incomes and better food security. Objective: The IDF is a UN agency that aims to finance agricultural and rural development projects in developing countries with the aim of alleviating hunger.
The IDF is also involved in the preparation of national strategic plans and implements projects itself. The Host Country Agreement between the Government of the Republic of Turkey and the International Fund for Agricultural Development (IFAD) on the Establishment of IFAD`s Country Office - Eastern Europe - Central Asia Hub" was signed on 5 November 2018 in Ankara. Since 2010, Rome-based agencies, IFAD, FAO and WFP have set up a joint procurement team on behalf of the three Rome-based agencies. These business opportunities are also available through UNGM as part of FAO`s tenders. Competition in procurement procedures in Turkey and IFAD has good relations. In order to actively participate in IFAD`s activities, Turkey regularly participates in meetings of the Governing Council and the Executive Board, which are the decision-making and administrative bodies of the organization. Turkey`s contribution to the Organization`s budget amounts to USD 5 million for the 11th budget period (2019-2021).
IFAD has completed 11 projects in Turkey and the total amount of loans granted for the use of Turkey has amounted to $231 million since 1982. Eight of these projects have been completed, three of which are still ongoing. Regular updates of contractual information on performance indicators may be requested by successful suppliers and contractors. UNGM provides suppliers with online access to tender offers published by IFAD and other unGM members. Ifad publishes on the UNGM portal its formal tendering procedures such as: Request for Expression of Interest (REOI), Request for Proposal (RFP) and Invitation to Bid (ITB). Suppliers wholly registered with UNGM can express interest (EOI) in participating in the competition process by submitting the requested pre-qualification documents. Working with the rural poor, governments, donors, non-governmental organizations and many other partners, ifAD focuses on country-specific solutions that can provide rural poor people with access to financial services, markets, technologies, land and other natural resources.
